Driveway culverts, ditches and swales in Warner Robins and Houston County

The open end of a corrugated metal culvert under a gravel driveway at a roadside ditch, with gray rocks around it, pine straw, sandy banks and a trickle of tea-colored water

Most rural driveways off a Houston County road cross the roadside ditch, and the county wants a pipe under it built a particular way. The rules are specific: a permit first, a pipe the county sizes, a minimum length, and an inspection before it's covered. Here is what they say, in plain terms.

Top, seen from above: a road with a roadside ditch running beside it, and a driveway crossing the ditch; a culvert pipe under the driveway carries the ditch water through, with rock at both ends of the pipe. Where a driveway crosses a roadside ditch, a culvert pipe under the drive keeps the ditch flowing; without one, water backs up and cuts across the gravel. Rock at each end keeps the edges from washing out. A swale is the gentle version of a ditch: a shallow, grassy channel that steers yard runoff around the house.

What does Houston County require for a driveway culvert?

For a new driveway onto a county road, the county's access rules say:

  1. Permit first: Get a driveway permit before any work in the county right-of-way. The residential fee is $50.
  2. The county sizes the pipe: County staff visit the site and set the pipe material, size and length.
  3. Minimum length: The pipe is at least 30 feet long.
  4. Approved pipe: Class III reinforced concrete pipe, or coated or aluminum steel pipe of at least 16 gauge.
  5. Cover and slope: At least 1 foot of packed cover over the pipe, laid at a grade of at least 0.5%.
  6. Inspection: The county inspects the pipe before it is backfilled.
  7. Surface to the line: The drive is paved, or has at least 2 inches of gravel, out to the right-of-way line.

The property owner pays for the pipe and its installation and keeps it working afterward. Call Georgia 811 before any digging in the right-of-way.

What about a state highway or a city street?

On a state route, such as the highways through Warner Robins and Perry, the Georgia Department of Transportation requires its own permit before any right-of-way work, and its minimum side drain pipe is 18 inches. Inside city limits, check with the city: Warner Robins requires the city engineer's permission before anyone digs in or disturbs a city street.

Why do driveway culverts fail?

Usually because the pipe is set too high or too flat and holds water, the ends aren't protected and wash out, or the cover is too thin and the pipe crushes under trucks. On flat ground, silt and pine straw settle in a pipe that barely slopes, so it fills over a few years.

Keep both ends clear and the ditch upstream mowed and open. A half-full pipe floods the drive just like no pipe at all.

What is a swale, and when do I need one?

UGA describes a swale as a ditch made wider, shallower and greener: a gentle grassed channel you can mow. In a flat Houston County yard, a swale along a side property line is often the simplest way to walk water from the backyard out to the street ditch.

Roof water can also go to a rain garden: a shallow planted bed at least 10 feet from the house that holds water and lets it soak in. Whatever you build, the water can't be sent onto a neighbor's property.

How much does drainage work cost in Warner Robins?

Rough 2026 drainage costs (HomeGuide, national)
JobRough cost
Swale or drainage ditch$5 to $15 a linear foot; $250 to $1,000 total
Channel drain across a driveway$400 to $2,400
Trench or channel drain$30 to $150 a linear foot
Yard drainage system$1,000 to $4,000

Culvert prices turn on the pipe the county calls for, its length, the stone around it and the end treatment. Since the minimum is 30 feet, ask for the pipe, the install and the permit as separate lines.

Common questions

Who decides the pipe size?

On a county road, the county, at its site visit. On a state road, GDOT. Don't buy pipe before you know.

Who maintains the culvert?

Under the county rules, the property owner installs and maintains the pipe.

Can a swale run right next to the house?

It should start a few feet out. The ground falls away from the slab first, then the swale carries the water along.

Swale or French drain?

A swale moves water you can see on the surface. A French drain takes water that soaks the ground or has no surface path out.
