What is the ground like in Houston County?

Simplified map of Houston County, Georgia: Warner Robins and Centerville in the north next to Robins Air Force Base, Perry in the middle along Interstate 75, Echeconnee Creek along the northern edge, the Ocmulgee River along the eastern edge, and the communities of Bonaire, Kathleen, Hayneville and Elko.Fall Line and Macon to the northI-75Echeconnee CreekOcmulgeeRiverRobins AFBWarner RobinsCentervillePerryBonaireKathleenElkoHaynevilleSimplified sketch, not to scale
Houston County, simplified. Warner Robins and Centerville sit in the north beside Robins Air Force Base, Perry is the county seat on I-75, Echeconnee Creek forms the northern line and the Ocmulgee River the eastern one. The whole county lies south of the Fall Line, in the Coastal Plain. Positions are approximate.

Houston County lies south of the Fall Line, in Georgia's Coastal Plain, where the land is low and gentle and the soils are sandy. The common upland soils, such as Faceville and Orangeburg, are well drained: sandy loam on top over a sandy clay a foot or so down. Along the creeks and in low spots the story changes. Bibb soils on the creek bottoms and Grady soils in upland depressions hold water near the surface for months of the year.

So the usual jobs here are about giving water a way out of flat ground: regrading a yard,a French drain or dry well for a wet spot, a culvert where a drive meets the road, clearing a lot, or building up a pad for a new home.

Who handles grading permits in Houston County?

Houston County enforces Georgia's land-disturbance rules locally. A permit generally starts at one acre of disturbed ground, or at less when the work is near a year-round stream or part of a bigger development; home gardens and landscaping are exempt. Work in a mapped floodplain needs the county's development permit first, and the county's ordinance sets new homes there at least 36 inches above the base flood elevation (confirm the current rule with the county).

Driveways onto county roads need a county permit, and the county sizes the culvert. Warner Robins runs its own land-disturbance permits and needs the city engineer's OK before work in a city street; inside Perry or Centerville, check with the city too.
